Position Title:
Local Project Coordinator (PC) for Lake Avery Enlargement Engineering Feasibility Study
Purpose and Role of PC position funded by YJWCD, CRD, and RBC:
Yellow Jacket Water Conservancy District and Rio Blanco County are collectively seeking an organized and proactive professional who excels at communication, coordination, and keeping complex projects moving forward.
The Project Coordinator (PC) will serve as the primary point of contact (POC) between AECOM (private contractor team) and the three partners that are funding the Lake Avery Enlargement Engineering Feasibility Study, which include Yellow Jacket Water Conservancy District (YJWCD), Colorado River District (CRD), and Rio Blanco County (RBC). The PC will provide oversight and coordination to help ensure the Lake Avery enlargement engineering feasibility study is completed by AECOM in accordance with the contractual requirements, project objectives, approved scope, schedule, budget, and quality expectations.
The PC will act as the local representative for YJWCD, CRD, and RBC throughout the 12-15 month duration of the Lake Avery enlargement engineering feasibility study and will facilitate communication, coordination, document review, and decision-making between AECOM, YJWCD, Rio Blanco County, River District and other identified project stakeholders (including but not limited to Colorado Parks and Wildfire (CPW) and the Division of Water Resources (DWR)) as necessary. The PC will not perform AECOM’s technical work but will monitor progress against the contract’s budget and timeline, coordinate reviews, and evaluate deliverables to ensure project expectations are met.
Position Type and Compensation

Part-Time, Independent contractor position structured as an hourly payment arrangement
●
Hourly Rate: $50/hour
●
Workload: Approximately 5 hours/week, 20 hours/month and an overall total of no more than 300 hours over a 15-month period from summer 2026 through fall 2027. Numbers of hours worked each week will vary.

Term of Employment: Position is expected to begin work in October 2026. The total term of the position will be approximately 12-15 months anticipated from Fall 2026 – Winter 2027. However, the position term will conclude when all of the tasks and duties listed below are
completed and final grant deliverables (feasibility study, review of feasibility study with participating agencies, and identification of next steps with all partners) are submitted to the project partners YJWCD, CRD, and RBC.

Position will need to invoice RBC monthly for payment since RBC is the fiscal agent for the Lake Avery Enlargement Engineering Feasibility Study – all PC contractor invoices will need to include detail on work completed, date, hours dedicated, and rate. Total invoice amount not to exceed a total of $15,000 for the 12-15 month period of the contract.
Job Description, Tasks and Duties
YJWCD and RBC are collectively seeking a part-time Project Coordinator (PC) to serve as the primary point of contact and liaison for the 12-15 month duration of the Lake Avery Enlargement Engineering Feasibility Study that is going to be implemented by a private contractor, AECOM.
The ideal candidate is a skilled communicator who can help keep the Lake Avery enlargement engineering feasibility project organized, ensure information flows effectively among multiple partners, and assist with the project grant administration, tracking and reporting requirements.
Job Duties for the PC position include but are not limited to:

Serve as the primary liaison/point of contact between AECOM and project partners, including YJWCD, CRD, RBC, CPW, DWR, and others.
●
Coordinate and participate in the project kickoff meeting, site visit, eight virtual meetings with AECOM, and additional meetings with project partners (YJWCD, CRD, RBC, CPW) as required which will require a very flexible schedule and some travel requirements (both daytime and evening).
●
Coordinate with CPW to obtain site access and visitation rights for initial site visit and any additional field investigations or site visits that arise.
●
Upon project initiation, coordinate with DWR, CPW, and YJWCD to gather all available and relevant background information, reports, drawings, as-builts, construction records, operational information, existing infrastructure data, studies, and other relevant project data and provide all documents to AECOM.
●
Coordinate development of a project site base map in digital “.dwg” format, to be completed by AECOM, incorporating the latest available topography, existing infrastructure, property boundaries, utilities, subsurface investigation data, instrumentation, and record drawings associated with the 2024 outlet rehabilitation.
●
Respond to AECOM requests for additional information and coordinate with stakeholders including CPW, DWR, and YJWCD to collect and provide requested data to AECOM.
●
Provide regular monthly updates (both email and virtual) on AECOM’s project progress, budget and schedule status, and upcoming milestones to YJWCD, CRD, RBC.
●
Coordinate and consolidate project feedback from YJWCD, RBC, CRD, CPW and other stakeholders to AECOM.
●
Track budget and project progress, identify potential schedule delays or cost overruns, and communicate budgetary or schedule concerns to YJWCD, RBC, CRD, and AECOM in a timely manner.
●
Maintain and organize Lake Avery Enlargement engineering feasibility project documentation, including meeting notes, action items, correspondence, and project records. Ensure they can be accessed easily online by RBC, YJWCD, CRC and CPW/DNR through a shared Google drive/folder or something similar. The shared online folder for documents will be provided by RBC.

Review monthly consultant invoices for accuracy and consistency between billed work and project progress and provide them to RBC for payment.
●
Assist YJWCD, CRD, and RBC with the evaluation of task orders, change orders, scope modifications, and contract amendments as needed.
●
Coordinate issue resolution and project decisions among YJWCD, RBC, CRD, AECOM, and other stakeholders as necessary.
●
Review AECOM draft deliverables for consistency with approved scope of work and project objectives.
●
Distribute draft deliverables to stakeholders for review; collect and consolidate comments from stakeholders by an approved deadline and provide all comments in one document to AECOM.
●
Facilitate resolution of comments with AECOM and stakeholders.
●
Draft correspondence, project updates, public notices, and informational materials relative to the Lake Avery enlargement engineering feasibility study for 12-15 month period starting in Fall of 2026 through Winter of 2027.
●
Assist YJWCD, CRD, RBC and CPW with public outreach and stakeholder engagement efforts relative to the Lake Avery enlargement feasibility study and potential next steps.
●
Coordinate and facilitate with YJWCD, CRD, RBC and CPW to identify which agency will lead the next steps at Lake Avery, as identified by participating agencies, after the AECOM engineering feasibility project is completed.
Job Qualifications Required
●
Experience in administrative support, project coordination, communications, bookkeeping, or related fields.
●
Strong written and verbal communication skills.
●
Excellent organizational and recordkeeping abilities.
●
Ability to manage multiple priorities and work independently.
●
Proficiency with Microsoft Office and common office software.
●
Experience working with boards, special districts, grants, or local government.
●
Ability to drive personal vehicle to various meetings in NW Colorado and to the Lake Avery project site as needed over the course of the 15-month contract.
